Oregon Climate Action Commission Invites Public Input on Biennial Report Draft Recommendations

Submit comments by November 4, 2026

The Oregon Climate Action Commission invites the public to provide input on draft recommendations for its 2026 Biennial Report to the Legislature. The OCAC's purpose and charge is to track and evaluate Oregon’s progress in advancing climate actions to reduce greenhouse gas emissions and to support natural climate solutions on natural and working lands.

State statute (ORS 468A.260) directs the OCAC to submit a report every two years to the Oregon Legislature that describes Oregon’s progress in achieving its greenhouse gas emissions reduction goals. The OCAC report may include statutory and administrative changes, policy measures, and other recommendations the state may adopt to help this effort.

Review draft recommendations for the report.

Members of the public are encouraged to submit comments on the following:

  • Suggested changes or additions to the draft recommendations.
  • Priority topics for the commission to consider in its biennial report.

Please submit comments by email. Input received by noon on Wednesday, November 4, 2026, will be shared with Commissioners.

The OCAC will vote to approve final draft recommendations on November 13 and will submit its report to the Oregon Legislature by December 1, 2026.

The Oregon Climate Action Commission is a 35-member legislatively established body directed to develop long-term policy recommendations to reduce greenhouse gas emissions in Oregon. The Commission helps coordinate state and local efforts to meet Oregon’s emissions reduction and net sequestration and storage goals, and guides the state to prepare for, adapt to, and combat climate change. Originally established by HB 3543 in 2007 as the 25-member Oregon Global Warming Commission, the Commission was renamed and expanded to 35-members by HB 3409 in 2023.
